There is a huge impact on the Covid-19 effect on Cricket. Several rules and regulations are issued by ICC for the resumption of cricket. There is a lot of difficulty for bowlers where they instructed not to use saliva to shine the ball.
Leader of the Indian pace attack, Jasprit Bumrah feels there should be an alternative to use saliva to shine the ball once the cricket resumes. He feels conditions are also favorable to Batsman in terms of limited-overs and counter-balance was needed.
Speaking to Ian Bishop and Shaun Pollock in ICC Insideout Interviews, no saliva, Bumrah said about his unique action, the impact of bowling during the lockdown, short run-up, and preference for Duke Ball.
He has never been to a professional coach and all the cricket is self-taught. Everything I was learned through television and watching videos and he doesn't how the action was developed. Since many people doubted the action he has the belief that would work. When he started professional cricket in 2013, he would take suggestions of all senior players and coaches and if it works for him, he try to do it otherwise he let it go.
Here's some motivation, If any tell you can't do anything, even your father doesn't listen to them. Only you should work hard to achieve them. Lines from The pursuit of Happiness.
Reason for stating the above lines many people think "this guy won't be a top-rated bowler", "this guy won't play for a long time", "he won't able to do as bowler considering his action". These are the feedback Bumrah received while growing.
The short run-up is because of playing in the backyard. While growing up, there is very little space and that is the longest run-up I could have. I have also tried longer up but the speed remains the same.
Then why should you run so long to bowl? But this helps me a lot in Test matches while bowling fourth or fifth spell. I am more fresh compared to other bowlers who play with me and have longer up.
Since then Bumrah developed his skill to bowl inswingers to lefthanders and that worked well and he also got test Hattrick in that series trapping Darren Bravo, Brooks, and Roston Chase.
I really don't know how your body reacts when you don't bowl for two-three months. I'm trying to keep up with the training once the training opens, so that body is in decent shape.

On the prospect of Saliva
I was not a hugger anyway, not a high-five person to celebrate a wicket and the only thing that interests me is saliva bit. If the ball is not well maintained it becomes difficult for bowlers. The grounds are becoming shorter and shorter and wickets becoming flat. To counterbalance that, bowlers need something reverse in the end or conventional swing.

On the Duke ball
I love bowling with Duke ball than any other ball. It swings, seams when you have a little bit of help and it works better for bowlers.Developing Inswingers to Left-Handers.
Considering the ball Bumrah bowled to Chris Gayle in ICC T20 World Cup 2016 in England. This was the first Inswinger bowled by Bumrah to left-handers. During the India tour of England 2018, Bumrah has been rested for the first two Tests due to a thumb injury and while bowling in the nets he observed a lot of swing bowling with Duke ball. In the third test, Bumrah bowled inswinger to Keaton Jennings the commentator said Boomerang in air.Since then Bumrah developed his skill to bowl inswingers to lefthanders and that worked well and he also got test Hattrick in that series trapping Darren Bravo, Brooks, and Roston Chase.

Bumrah on batsman complaining about ball swinging
"I've heard the batsmen complaining the ball is swinging. But the ball is supposed to swing! The ball is supposed to do something! We are not here just to give throwdowns, isn't it?"
